He explains to Motoko that Kuze's presence had a powerful effect on the refugees, and that he went by the name of "Roh", a Chinese character that means serene as a sunny day, and as brutal as a wolf. Kuze also seemed like a ronin, someone who might wander away again and disappear at any time, so the refugees in Taiwan gave him the nickname Roh.
