Leader of "Angel". Shizuka leads the members of Angel against the mysterious Kodai-Jinki, and she is also the mother of Aoba. Shizuka ordered Aoba's kidnapping because she believed Aoba's cognate abilities would benefit Angel. Her true intentions however, was to turn Aoba into a killing machine that would follow her and Kokushou in destroying the world.
